Dummy load with rkcstr reading 4.4v?

I setup my rkcstr v3 with 2 cr123a batteries. Hook it up to the dummy load (4 diodes and 1ohm 1W resistor) and power it on. For some reason, I'm getting 4.4v across the 1ohm resistor. Turning the pot doesn't change the reading at all. Any clue what I may have done wrong or where to look?

Edit:
Just checked with a drlava microdrive to make sure I didn't fry the rkcstr. It's reading over 10v across the 1ohm resistor. WTF?!

Dammit! I found the problem after building a second test load. While the packet of 1ohm resistors is labeled as 1ohm 1W, I never checked the colored bands. BROWN BLACK GREEN GOLD. Yeah, that's right, 1 M Ohm! &*^%^*(^

They sent me mislabeled resistors.
