I can sometimes get one of my dildas to light fine steel wool.

i don't have any balloon to test it. but i can melt through a slim cd case(but also normal cd case.) in about5/6 sec. and melt through it...FROM 4 meters in aoout 10/12 sec. but at 4 meter tyou must be a lot precise on focus the point
i reached about 0.34 mrad of divergence!!! at 710 meter the point is like a human head

You can decrease the time to burn through something by having the laser and the target held by some mechanical means rather than in your hand (tripod, clamp, etc.)
