i had some of those old style 3d glasses with the green and red lenses and noticed that when i tried shining my 200mw olike dilda through it nothing came out the other end. after my dilda broke a tried the same filter with my phr dilda and got the same results. is this filter safe to use?

No using 3d glasses is not same you need to invest in some goggles from a reputable company!

why then is there no light exiting the other side? if im not messing with anything over 100mw shouldnt it still be somewhat safe?

Those cheap 3D glasses are not safe, just one example... look how thin the lenses are.
It would be easy for something to poke a hole (one that you don't even notice) in a lense, allowing the beam to enter.....damaging your eye(s)

You eyes are too precious, to risk using cheapo protection...... don't put yourself in a position, of wishing you had a second chance.

No. You only get one pair of eyes dude. Go buy some safety glasses before you live the rest of your life with regrets.
