I am surprised this project hasn't actually been done yet. This was something I read about close to a year ago. The idea was to make the aircraft such that it can power up this ultra powerful laser and make it a portable version of that other one we saw elsewhere. The lasers that is uses are just to measure distortion due to the atmorphere (reflection, refraction... etc due to humidity and the such) and the actual burning beam is nothing more than an ultra powerful IR laser. If I remember correctly, it was supposed to me in the MegaWatt range. Personally, I think this is one of the most effecient and best ways to take out such targets. It would cost about a few thousand dollars for each 'balloon' pop, but it definately beats the 10's and 100's of thousands per missile. Either way, Star Wars is becomming a reality :p
