We replace the mirror of a biaxial scanner,

(Kuntman's Scanner: http://laserpointerforums.com/f47/homemade-scanning-laser-color-projector-tv-32628.html)

with a detector and laser. Laser emits short pulses. Detector receives reflected light. Simple calculation gives the distance of the object. We also
know angular position of the beam from the syncronization signals, i.e. we know row and column numbers. Therefore it is possible to contruct a 3D image of the object and find the velocity (direction+speed).

That's nice, but the mirror apparatus has never been the major issue in constructing a lidar.
