Techno* on ebay has some very good prices on electronic parts, you can build a voltage regulated blu-ray driver with parts from him for ~18 cents.

Ebay is NOT a reliable parts source. It's not a reliable anything source. It should only be considered for one time purchases; don't assume you can get the same thing twice.

You did list DigiKey LAST on your list, I suspect for good reason. They have a huge catalog but between the prices and the handling charge, I'd never call them Cheap.
OTOH, the last time I was looking for an alternative I went with Futurelec, and found that the shipping takes at least as long as non-express from DealExtreme.

Anybody found Cheap AND Fast?

Futurlec is slow because they ship out of China just like DX. They're cheap, but selection isn't always great. Be careful with them also, I've ordered a number of misc resistor values from them and have received the wrong value a few times. Measure/verify you have the right part before you use it!

Another parts supplier I've used that has some cheap stuff (but not always) is www.allelectronics.com
