Popping a balloon should be possible. But no chance to light a match.

Yes it will pop a balloon, sadly a match requires more power (100mW)

No, it´s more powerful, so it won´t burn.
You should include links of the lasers you´re talking about.
Also look around, there is enough info on the forum.
If you don´t like to invest time into researching here, incl. reading the safety precautions, you shouldn´t have a burning laser.

Anything will burn if you pour enough lighter fluid on it.
