I would stay away from it. "True power" could mean anything. It probably means 200 mW "maximum output power". Maximum output might only be reached for a split second, and then the power drops to well below that. "Average continuous power output" is usually stated along with the max. power by reputable sellers.
Also, it probably won't have an IR filter, so some portion of that "200 mW" is light that is more than likely useless to you.
In short, buy from one of the companies listed as *good* in the stickies, if you want a true 200 mW green with good specs, or build it yourself.
My 200mW from Sky Lasers should be here tomorrow. It cost about 4x what that ebay seller is asking. Go figure...
