I have a Wicked Laser (Class 3, 5mW) that seems to have faded in power since I first received it several years ago. I've tried new batteries but it just isn't as bright for star gazing as it once was. One of my kids shamed me last year with his newer, cheaper version from Amazon. Ouch!

Most amazon lasers are way over 5mW, at least 30mW of green light an 20mW of IR for green lasers.

WL Cores have a negative feedback system in place (APC), so it should never fade. You are probably comparing it to your friends' laser. Most eBay and Amazon lasers die within a month too

Well, I have got quite a lot of ebay pens, and 2 of 20 died over a year...

So, what's the best laser (bang for buck) to use leading star gazing activities in and around bright city lights?

You wouldn't, because it's nearly impossible to see the stars around bright city lights :p

try laserbtb, around $50 will get you a pretty powerful pen laser:

Sounds to me like you need something custom built for reliability to meet your needs...
