How to Break seal??

A higher mv, do you mean mW, or mA , or something else?
That is a Newwish laser.
The tip comes off only with a lot of Prying and twisting.
The best suggestion I can give you is to take a block of wood and drill a hole through it just the size or a bit smaller than the silver tip.
Cut that block of wood sraight through the hole.
Place one side of the block on each side of the silver tip and place that in a vice.
Tighten the vice to firmly secure the laser by the silver tip ONLY.
Carefully begin rocking the body of the laser while pulling the laser OFF of the clamped tip.
That was the only way I could get mine open.
A word of caution though.
Most Newwish lasers do not pot mod very well.
After modding mine, I found that I should have just left it alone and saved for a better laser like the Nova Lasers X Series or other CNI based laser.
