what is the lowest possible power level of a green laser without having to modify it so that it will burn things?????

Well,
It kind of depends on a few factors, such as how focused you can get it, (if focusable) How good the batteries are and stuff like that.
In my experiences, a good 50mw will light stuff if focused perfect w/ new batts about 6 inches from head, but can take some time and you must be VERY still.
80mw is considered the minimum norm for lighting a match of dark color I beleive. But once again, in perfect conditions.
In most cases, with battery sag and poor beam specs of the "cheaper" versions out here, 100mw would be the least I would suggest if you want any kind of repeatable events.
125mw should light fairly easy, and 150mw and up you should have no problems.
Hope this helps. (Remember your goggles w/ these higher powered units, they are BRIGHT!) Any other perspectives on this from everyone else?
