It's not a terrible price. :)

In all honesty a 50mW green laser will not light a match unless it's overpowered.

Here is my question...
How visible is the beam at night?

It's actually really bright, i pointed it into the sky and it goes up for a while.

Sounds like a normal 50mW to me. :)

It usually takes 100mW or better to be able to light a match with a green laser. (100mW being the bare minimum)

Try one more time to light a match, except this time, color the tip of the match black with a permanent marker first. I still doubt that it will light it, but it's worth a try. :)

Here is another question....Will it melt through a black plastic garbage bag?

One other thing that it might be able to do, is.....POP Black balloons....or black sharpie balloons from a short distance. 1 to 3 ft

It made a hole the size of the beam in the trashbag, took about 15seconds

Depending on how thick it was...that sounds about right. It might be in the 30 to 50mW, but it doesn't sound terrible for $20.. Cheap chinese lasers like the one you have tend to vary a lot in power depending on the temp. I don't think you where ripped off though.

EDIT:
Just an FYI:
Not all 100mW green lasers can light a match. It depends on the beam diameter of the laser.
