I found this laser on this Chinese website that usually has really good deals on these kind of gadgets:
DealExtreme: $14.40 True Green Laser Pen 30mW
It says the laser doesn't come with IR filtering. Is it still safe to point around the house (not in someone's eyes)? Is it okay to use it without any protective eye wear or a special filter of some sort?

It is a safe as you are.

Remember, inside the house are MANY reflective surfaces. The light reflected off of a smooth shiny surface can be just as strong as the light straight out of the aperture.

As long as it is lasing and you are using it safely, you do not have to worry about the IR from this laser. **IF** it stops lasing and there is a dim red glow from the front, DO NOT look into the dim red light. THAT is the dangerous IR light you are worried about.
