Agreed. That page is full of invalid logic.
So here's a funny story: Once a cop tried to tell me that mj was a gateway drug and I told him "only because it's illegal." He suddenly got this scowl on his face and wouldn't talk to me any more.
In the US the DEA has "scheduled substances" and they also have what are referred to as "listed chemicals" which are mostly chemicals that can be used in the manufacture of controlled substances, the listed chemicals fall into 2 categories. Category 1 being the stricter category. Basically listed chemicals have tighter controls in the form of limits on the amount that can be purchased at one time but it mostly just means that manufactures of the chemicals and places that sell the chemicals have to do a little extra paperwork keeping track of how much of the listed chemicals they sell etc. Hydrochloric acid is list 2 which usually just means the company selling it will submit paperwork to the DEA that shows how much of it they sold. List 1 chemicals require the same reporting on the sellers part as well the seller documenting the person it is being sold to.
