All i really want is a laser than we clearly see beam and maybe pop ballons

basically me and my friend we want 50+ mw laser for around the same price that can reach 1km and uses normal batteries

I would suggest you start with doing a little research and
reading on the Forum. Then you can decide what you want.
It seems you are not sure of what wavelength or power
of Laser you are looking for... besides a burning Laser...
There is more to a Laser than popping balloons...
