I'm looking for United States laser laws. If someone could point me in the right direction I would be greatful.

The only "Federal laws" are FDA regulations. Those deal with the import and sale of lasers. Most of the laws controling the use of lasers are state and/or local laws and/or ordinances.

so if a laser is shipped and customs stops it, do they contact the seller or buyer to make them aware?

Sometimes you get an empty box with a note.  Sometimes they return it to sender.  Sometimes they just disappear into the ether.

The FDA isn't in the education business.

Depending on the type of laser you're shipping, Customs may contact the shipper or receiver to clarify the device class and accession number, if this is not clearly noted on the product. The best way to get around this is simply to purchase lasers that are legal in your country, then you won't have any worries! lol, I dont think I want to follow US regualtions and buy legal lasers. If I wanted to do that, I'de just run up to walmart and get the same ones that i've been getting since I was a kid. Time to upgrade. Laws or not.

there are lasers >5mW which are legal to import into the US, they just need safety requirements and an FDA registered accession number

Yes, you can definitely import any power of laser you want, as long as it meets requirements.  You can easily just follow the law and get a high-powered laser that meets the requirements, or build one yourself.  You can buy parts and build one yourself all you want to.

With local laws just don't point it at cars, helicopters,planes,animals,people and you'll be safe and if an ignorant cop bothers you about it just be respectful and put it away and you should be fine.
