There isn't really one strongest laser. They constantly change and improve. You can buy some pretty powerful pre-made lasers up to around 2-2.5 watts of power, but if you wanted more than that I would suggest getting to know some of the builders on this forum.

Whats more important though, is would this be your first laser? Because if you've never owned a laser before, then you should absolutely NOT buy anything over 200 mW for your first laser!

And have you considered safety? because any laser over 5 mW your going to need some safety glasses.

As Blarg mentioned in a very well thought out way, lasers are not toys!! A simple 5mW laser, which is a power commonly found in retail stores, can cause permanent damage if the eye is exposed to the light for long enough. Now let's take a 200mW laser, if one of these guys hit you in your eye for even 1 second, you would have permanent eye damage and possibly blindness.

I would recommend a cheap eBay 650nm/405nm 5mW pen as your first pointer. Now of course these will be over-spec, could be by 10mW or even 50mW(which is still enough to cause permanent damage, so be careful) but you will not have to worry about the IR light which may leak on DPSS lasers if an IR filter isn't installed and can cause even more damage.

Once you feel comfortable enough, and you have purchased safety goggles, take a look at the higher-powered lasers. These of course will be much more dangerous(as stated previously), but if handled carefully, they can provide you with some spectacular beams/burning abilities :)

Ricktrent is in the process of making the worlds most powerful "handheld" (should be called portable because it is just so massive) It will be 40-45W of 445nm and cost between $4-5000. If you want the most power in a Flashlight style handheld host then your best bet would be to wait for the price to drop on the 4W+ 445nm diodes or if you want to pay $500 a piece you don't have to wait. you also need a 500mw 635nm diode a dichro and a PBS cube. then give all this stuff to ARG or Ricktrent and they could build you a 8-8.5W handheld. You could also dichro in one of the 1W green diodes and that would get you 9-9.4W but then you would have a really big host approaching portable size.

I MUST STRESS, IF THIS IS YOUR FIRST HIGH POWERED LASER, PLEASE RECONSIDER. START SMALL. AND DONT HAVE THEM CHEAP GLASSES, THEY WONT WORK AGAINST A 4watt. Get some decent ones like eagle pair.

As far as I know Eagle Pair only go up to OD5, and given my recent experience with a very strong reflection from 1.6Watts onto an OD4+ Eagle Pair, I don't think I'd want to use them for 4 Watts.

Eagle Pair are great, and they did protect my eyes, but for such powers I'd only put my trust in certified glasses. I'm about to buy some.

Oh right, I heard they were the best, probably for everyday use...4W isn't everyday use ;)
