I just tried to order a laser from rayfoss.com and when i put in my address and hit continue it just gave me an order number. It didn't even ask for my credit card number or any billing info. Is this normal?

You probably did not complete the transaction, if you only proceeded to your address.
Unless you already had an account set up with your CC Info., I see no way of this happening.(order placed)

I believe after you place an order on the site, they send you an email asking you to pay via Paypal... at least that's what happened with me.

Go to paypal hit send money. Send it to rayfoss@hotmail.com
in the comment section put in your order number.
Then you can just fire off a email again to rayfoss@hotmail.com telling them you sent payment for and enter your order number. Tell them you want confirmation.
This is what I have always done in the past.
