About how many mw is a 22x red DVD diode? Just wondering what OD rating of goggles I need for it too.

they can be run safe at around 300 to 350mW no problem.

Two or more OD is sufficient.

But with 2 od, a direct hit to the eye would deliver 3.5 mw. Isn't that enough to cause permanent damage?

Yeah, pretty much anything under 5mW is "safe".

Is there anywhere I can get cheap OD 3 goggles? Certified would be ideal. Are the dragon lasers actually 3 OD like they say on their website?
