Hi I am a little confused with what should be postive and negative in this pin configuration.

I tried 1 -> positive and 2 -> Gnd. But I dint see any light at the threshold current and operating voltage.

Could anyone help me out on this.

What diode is it? From that illustration 3 is your positive and 1 is your ground. 2 is your case pin.

I don't know where you two learned electronics, but that stuff is dangerous to say.

1 is negative, 2 is case positive.

3 is the photo diode that no one I've ever heard of ever utilizes.

There's even a chance you blew your diode as they are very sensitive to reverse biasing (above 4V).
