I want to get a 400mW green laser and wanted to know which is the best place to get it at, Optotronics, Dragon Lasers, or Techlasers? I think i might go with Optotronics but i want to know which one of those will burn the best and the best built quality also.

Techlasers is WickedLasers, Wicked lasers dont have a good reputation around here, so stay away from them. Optotronics is deffinately the way to go!

Optotronics have the best reviews around here. They are more expensive as well, but their quality is the best.

In regards to the companies in question, you have it in the right order...

Optotronics' lasers aren't that expensive, IMO. $1,549 for a >450 mW laser seems like a pretty good deal.

Dragon Lasers' reputation isn't as good as that of Optotronics due to an incident a while back in which Pseudonomen137 discovered that Dragon Lasers sent out underpowered lasers.
