I am interested in seeing that also from noobphaser215 and I could be totally wrong but the ones I am aware of need to be detected with the target or target stick because the beam is only several mW. It would be really dangerous to have 30 to 60mW spinning around at a work site for sure. I do not think their range is 1/4 mile. Here are some I found doing a quick search but I don't think any of them have the 1/4 range you need.

Laser levels with that range cost well over $1000. A cheap laser on a tripod can put a dot on something at that range although I am not sure about the size of the dot at that range, it might be a foot or two wide depending on the laser.

Thing is, if you get a focusable DPSS laser, like a simple 301 one, and you focus it to infinty, you can get quite small spots, even very far away. I was able to focus mine to ~20-30cm at around 2 kilometers. I think this would be the best under 50 dollar option, if you get it with a tripod.
