No, they're just honest.

They know their product is terrible and doesn't output anywhere near the 10mW, and thus that makes it Class IIIa :D

they admit it's less than 10.... more specifically, it's Class IIIa
so ~5 :)

Technically, it must say <5mW to be classified as IIIa, one microsecond peak over that and it isn't class IIIa anymore.

a laser that's <5 is also <10

I can sell a 5mW laser and advertise it as <500 mW
I never said it reaches 500...

but the title of the page disagrees with the specs... so it doesnt work
