Btw, your "jab" would carry a bit more weight if you could reference a study to back up your claim with regards to IQ and insults. Also the excessive use of exclamation points doesn't help get the point across.

I'm not following you at all. So your neighbor points a camera at you, as opposed to confronting it in a civilized manner you would rather resort to vandalism to settle the dispute. Is it a problematic neighbor?
No one in their right mind would invest the time and install a camera pointed to an object of not practical interest. Unless you happen to work for my county's public works (they placed a CCTV camera at a busy intersection but the camera is pointed squarely into a Wendy's sign). If he decided it would be in his best interest to point a camera at you, eight out of ten times you're doing something he feels suspicious of, and maybe it's a simple misunderstanding. Maybe this is a good time to share your misunderstood hobby so he's comfortable with it, unless of course your neighbor happens to be maniac schizophrenic, then you're stuck.
Taking out a camera could cause reciprocation of more violent damages, thought that should be something you need to be aware of. I once installed driveway motion detectors around my property and a neighbor with a history of rough parties thought I was taking evidence to incriminalize him. I got egged, dog poop was stuffed in my mail box, eventually my mailbox was smashed and tossed in my foyer, and there's holes shot in my fence. Police report was filed, but we settled out of court. Turned out it was just one big misunderstanding. Brought him the product box, receipts, yanked off an installed sensor, disassembled and demonstrated it wasn't a camera. Brought beers to the next party, since then we never had an argument.

Actually, there are ways more efficient and less expensive to disable a camera than with a laser. You just need to send too much power in the electric circuit so the the resistor will not be able to hold that much power. In fact, the complete circuit will overheat and the camera will shut down by itself (if it's a decent camera with minimal protection). That can be acheived quite easily by connect to the main power wire (there are usualy 3 wire: power, ground, and encrypted data, just like on a servo motor) a cable connected on the other end to a power supply like a power socket.
However, I hope you know it is criminal act and that you might have to face serious consequences if you try... :tsk:
