...would he go for a 200mW green or 1W blue for SOS-signaling ships 1-10 miles away? Or would he rather prefer a 200mW red one?

Greenie for sure. It'd have better beam specs than the blue and better visibility than the red.
EDIT: 10 miles is a pretty long way away. Even if he could aim straight, it might be difficult to signal a ship at that range.

They make special lasers for emergency signaling that produce a fan shaped beam. You hold the laser so
that the fan is vertical and then scan back and forth across the target.
