Many sellers on ebay will sell overspec lasers. Some of them (like one that I got) makes 54mW.. this is basically the highest you can hope for on these 5mW rated lasers. You could have gotten anything between about 5-50mW.

54mW would possibly be able to light a match if it were focused down to a tiny point. Even if you got the most overspec 5mW pen from ebay, It will never burn anything with the standard fat beam you get with the cheap laser pointers. It needs to be focused.

Not a scam, it's just how it is. If you want green to be able to fire a match without a focusing head, you'll need 100mW+.

Even if you do manage to focus the point down as much as possible, it will not light a match. 5 mW will never be able to burn ANYTHING, let alone a match! Sorry to disappoint you... You will need to get a laser of 50mW or more to be able to burn things (even then, you will probably need to buy one that is "focusable"), along with safety glasses.

How do i focus the point?

By purchasing a laser that has a focusing head, or by adding a beam expander to lasers that have the properly threaded barrel for the attachment. If you have an ebay pen, chances are you can't get anything decent to be able to adjust its focus.

If you want to burn stuff with a laser and you want to do it as cheap as possible, consider the red dilda or the BR dilda

I have both of those, and they are both capable of burning stuff when focused. Very inexpensive too.

As mentioned above, get correct safety glasses for the wavelength you decide to go with.

Burning with green is more expensive than with red or BR.

Which of them is better? I mean Which one has visible beam and light stuff faster..
And can High-Power 200mW Red Laser Pen cost $27?

It's possible, but probably not. You are going to have to pay around $45-50 for a "true" 200mW-650nm (red)
Any "pen" style that uses AAA batteries will not produce 200mW, IMHO.
AAA's can not produce the current required to output 200mW for more then a few seconds.

The red is brighter between the two that I listed. They both burn equally well when focused, even though the red has a higher mW output. The red is probably a safer bet because lots and lots of people have gotten ones that actually do make 200mW. My purple laser that I linked to is pretty damn good, but so far I'm the only person I've heard of that has purchased it. Other ones that come out might be weaker - we don't know yet. Most low priced lasers have very poor QC.. a few good ones might come out, but that is not to say that they will all be good. A ton of original red dildas have been sold and the vast majority of them are working good.
