I don't see an option to make a new thread either. They may have set it so that only certain users may start threads.

I think the new thread button is removed to pervent people from posting about the companies there. After all, everything posted there by other members is all about complaints which can be posted in 'companies' subforum

The option is disabled as it was intented for posting news about new models etc ... And poeple have opened threads about very small issues that I was not aware of at all. It got unrelated.

If someone need to ask me something he can email me or pm me. And I will answer asap.
