I'm not sure why you would want to do this, but any laser above 70mW and focused should be capable of doing this easily.

That's only IF it is for fraudulent reasons. Otherwise there would be no penny squishing machines at tourist traps.

I think the key point in regard to bills, not coins, is the part about "to render such bank bill, draft, note, or other evidence of debt unfit to be reissued,"

Just vandalizing a bill is most likely not illegal, though still not advised. Although, the Bureau of Engraving and Printing states that "Defacement of currency in such a way that it is made unfit for circulation comes under the jurisdiction of the United States Secret Service." So I guess it might depend on the extent and content of your engraving. Decorating your cash with foul language or crude pornographic drawings could elicit a knock at your door from the secret service... or not. I don't know and would rather not find out.

There are plenty of other things to burn with your fancy laser; why tempt fate?

You honestly believe the FBI will throw you in jail for something like tearing up a dollar bill? There are many ways to temp fate... this is not one of them.
