I have a 650nm 200mw laser driver and I am wondering if I can build a board that can hold a microprocessor and the laser components together without frying the processor. Do I need to have a double stacked circuit board or can I put them both on one side?

Board layout difficulty scales with pin count per IC and number of ICs. It is doable to make it on a single sided PCB, but a bit of a nightmare.

You can have all the components on one side if your board is big enough. If not you're going to have to do 2 sides.

It is definitely possible to have a drive and uc on the same PCB, just make sure you're not driving the laser directly with a uc pin ;)
