Build Planning 450nm <5mw with Saber

I would like to take this post from Concept to Completion.
I hope that I have started this thread in the correct location, please move if not.

Goals:
1. To have a Pointing Handheld Laser that is Eye Safe in the 450nm range.
2. Have the ability to attach an adapter for a "Saber".
3. Have a lock to ensure safety and non-authorized use.
4. Momentary Button for lasing activation.
5. Added ability to swap outputs to a higher power level (Optional, have not committed to this goal as of yet) I do not want a Pot on it as I want to know 100% that the <5mw is absolute. It is imperative that the safe mode is 100% safe. I would prefer two drivers or a switch with separate resistors.

Diode:
DTR Module with Acrylic Lens – Osram 450nm 120mw (Unless a better option is found, such as the PL450 [not the pl450b])
Osram 450nm 120mw

Driver:

Undecided at this point, At this point it looks like LM317 will be the route I go. I may have a driver made though.

The key lock switch will be on the tail cap. The momentary button will be the same. The host may be elongated about 1-2 inches to give it a more “Saber of Light” feel.


Blade Holder: Will be removable, screw on and off. This will be 1” Inside Diameter to fit the 1”OD Thick-walled PolyC tube.

This blade holder is an example and will have the threads on the inside not the outside. I have tried to explain using this picture. My drawing skills are terrible. Also there will be 3 drilled and tapped blade retention screws to hold it in place.


Blade: Shaft – Clear Polycarbonate with Diffusion Sheeting
A neodymium magnet will be epoxied to the inside tip with a pinball or ball bearing placed inside the shaft to act as the sheath/un-sheath effect.
1" Thick walled Polycarbonate 40" long
Diffusion Film will be rolled on a dowel rod and inserted, likely 2-3 wraps. I have not sourced this yet, a quick google search resulted with a few options.
Shouldered 1" thick walled blade tip with reflective disc - May not use the reflective disc, I may actually decide to remove it and drill a hole in it and mount it on the bottom to allow the laser to pass through and have something to stop the
