Not sure what OP would think about this, but laser levels brightness is usually crap. Basically not visible in daylight. But yes, that's because they want the beam to be safe at aperture.

can you have multipules diodes focusing on one point in space ..... all exiting at max allowed limits ?

this is what I have been playing with ....... running at 4.5 v as not to blow it up Yet  can this take a lot more voltage ?

Good idea. Line generating lasers can be stacked easily.

Nope .. those things are usually comfortable just as designed. No sense pushing them. But this is basically what we are talking about. This one has cross generating grating, there are similar gratings for just one line.

so with all the information on the table , can a devise be made , to enble a line to be seen in normal daylight condition , with the 3b laser rules

It really depends on the conditions. You can stack as many 5mW modules as you want, and it will be safe. Anything brighter - not so safe, measures would have to be taken so no one looks into the laser from close.
Resulting brightness is hard to estimate. You would have to just try it. Try starting with 5 modules or so .. that should give you an idea, and it would not be terribly expansive.

so lookin at the spec on the one I have uploaded to the thread , is about the max power output you can use around people eye line ?
( this would be from reflection, wet ground puddles etc.)

I'd say a 5mW laser of any wavelength is the most you want to use without goggles with other people around, unless you're extremely careful.

on that spec I uploaded , say working voltage 3vlt , can you get higher voltage diodes ,

1) You should not try to get more than 5mW from 5mW modules. You will kill them.
2) You can get stronger lasers .. you could use optics from 5mW modules, but everything else would have to be different. Diode, driver, power source .. also diode would need heat sink at higher powers. The voltage will usually be the same though, the laser will only pull more current from the source.
3) Unless you can prevent people into watching into the laser from close, stick with 5mW modules, and rather buy lot of them. 10 or so should give you rather nice line.

cheers all , I will do a bit of R&D with 5mW units , get back to you with results later ... thanks everyone for there help with this problem :thanks:
