It good no doubt but you can find them cheaper if you wait and watch the auctions. Dont forget with that tube you will need a water cooling pump, reservoir, radiator and a psu still

IIRC a RF excited 20W just went for ~50 (tube only)

The standard clear googles should be fine as long as he dosent point it at metal :P

Actually, your eyes can take a lot more of 10.600nm than the 315-1400nm range because this wavelength is not focused in the eye. OD 5 would probably be good enough. It is far more important if the goggles can stand 40W and not melt down instantly.

A high power high voltage power supply is needed, be carefull with that. Especially because high voltage and water don't mix that well. Buying a complete head would save you a lot of work, but that's also more expensive.
 
Polycarbonate safety glasses are a good OD10 at this wavelength anyway. You'd have to try to get anything less than 7.
