the brick and voltage going to the tube is shocking. If you don't get shocked by it, then it must be the PSU.

My dc power supply is fine. So I am thinking either the tube or the white thing attached to it is the culprit.

Edit
My DC power supply clicks when i plug it in, and it dims the lights in the room when it clicks. BUT i fiddled ever so slightly with the pot on the driver, and i got an ignition for about a second, but then it went out again, so im back to square 1 as to where the problem may be.

Sorry to bring back this thread, i got a powersupply hooked to it, and it ignites and lases, but its flashes, and the psu buzzes/clicks, am i just not feeding enough to the psu?

The PSU isn't feeding enough to the tube. Not all PSUs work for all tubes.

What are the stats on your particular PSU?

088 tubes were used in a variety of methods (most commonly as barcode scanners and in SP 117 systems.) Reading up on those can help you determine what needs to be done.

I just disconnected and reconnected the power to the psu and it now ignites an lases fine!
