The mirror spins and you point your laser at the mirror and a fog machine highlights the beam.

Nice, I like how it seems to be very portable.
Sniper, the scanner is just a mirror on a motor, at a slight angle so as it spins it shoots the beam off at different angles. Shine a laser onto that and you get it projecting a circle.
Getting a fog machine works when you pay the company and they send it to you. You need fog juice, and then they will disperse the fog in the air. When there's fog, the laser can look many many many many times brighter than without fog, so when its scanning in a circle like that you can see the cone it creates. Also as the fog swirls around in the air you can get something called a "liquid sky" effect, named as it seems like the fog is aerial liquid.
