As usual, its a scam. With eBay lasers, if its too good to be true.... and then even if its not there's a good chance its a scam.
Just check out the description: "output wavelength: 532nm/473nm". Oh yeah, now that makes total sense :. These guys rarely know what they're selling, and when they do, that's when it gets scary.

You hit the nail on the head when you said scary!
If you look at this persons previous auctions, of the 6 or so times they have sold on Ebay, I think 3 of them were for "Zombie cannibal" movies.
