That packaging looks like it came as a used tube. The minimum for shipping laser tubes is a very heavy cardboard box with shock spacers at strategic points and secured, shaped, shock spacers at the mirrors to prevent longitudinal movement or a similar set up in a light wood framed container. Cardboard boxes generally have a thick slab of heavy cardboard in the box to prevent bending of the box.

I bought this tube from Zonestealth on ebay. It arrived with the box you see inside an 8" PVC Pipe shipping tube !!! Out do that !
I emailed Kenny a picture of the product and within an hour he replied that he'd reship another. I've asked him to add more stuffing to both containers but the tube is (was) about 40" long -- a monster.

Your mailmain probably can't do very much about it... its just the way cargo is handeled. On that note, i know a guy who saw his backbpack drop down from the cargo door of 747 straight onto the tarmac - he was waiting for the flight at the gate.
If they do that in plain sight with the customer watching, you can only imagine what they do to other cargo
