I have $150 to spend, right now. Who has the highest quality for the price?

Is there anyone that builds them at home that could sell me one?

Is there anyone in Texas that would be willing to train me on their construction and how to engineer nifty cases/hosts?

A little vague. What kind of power are you looking for? Do you have safety glasses? I have a 1.0 watt 445nm laser with an A-type M140 diode in This kind of host (post #10).
Takes a 18650, case positive. Duty cycle of about 1 - 1+1/2 minute, 2min max on; 2-3min off. 3 element lens. Power graph is on my other computer

Laser66 For the win!
These hosts can take 3W of 445nm.

Creative Technology Lasers - Pointer Host Component Page

These can take 12mm modules perfectly.

Buy one with switch PCB for activator switch.

Get 2x 10440 batteries 3.7V each so around 7-8V.

For more information go ahead and search up "laser66 pen" down below in the search box and see different builds in these packages. They are quite small and compact. Duty cycle is around 30 seconds depending on power.
