Can it cool a PHR @ ~130mA well enough for 100% duty cycle?

probably not 100% duty cycle but I have a phr running at 120mA and I leave it on for 5-6 min at a time and it is just fine.

What would it take to have a 100% duty cycle? I have access to a ton of old computers, can CPU heatsinks be used?

Edit: I'd say more like 100mA is more realistic.
