Wait a minute here, I have done ebay off and on for years, when did that policy change??

I have bough several items in the past that were too big to ship, so they were C.O.D. at time of pickup.

It's common with things like cars / boats and motorcycles to pay cash when you show up with your trailer to get them.

so now it's a paypal only racket??

Where do you live? It is not illegal to import into any country. It is a fully legal OEM laser system. There is no reason for customs to confiscate it.
