I agree - I use the rckstr fixed drivers at 114ma for all of my 803t builds and it really works out to be just about perfect, burn like crazy, great beam, and (knock on wood) I have never had a heatsinked diode burn out, fry, etc at that current.
I just did a whole batch of PHR modules (20+). They all had "fixed" Rkcstr drivers set at 130mA. The outputs ranged from 85mW - 120mW. Just moving down the current, the outputs from 115mA could be anywhere from 70mW - 105mW
I can burn stuff with my 5mW violet (make stuff smoke), and I can burn even better with my 20mW. You just have to get that sweet spot on focusing, since the violet wavelength light can squeeze down to a even smaller pinpoint than any other laser wavelength out there. So a few mW's go a long ways.
I had my module with a rckstr fixed driver @ 110mA and it burned no problem at all. The key is focusing the laser's beam down to a pin point. Not only do you get burning ability, but blu-ray/violet light does a fantastic job of fluorescing many surfaces. The violet light when it hits a fluorescent surface turns a bright blue and almost seems to go up in power, this being one of the bonuses of blu-ray/violet lasers.
