Is it typical that a 40mW can burn things?

So I was using my dual power 40mW/180mW laser today and I was setting the focus to burn some stuff. I like to set the focus with the low power so I don't have to worry about overheating. I was using a black piece of rubber about 3" away from the lens so I could see the dot well.

When I got the dot down to little pin-prick of light it started smoking the rubber @ only 40mW.
Just to see the differnece... I hit the high power button and boy did it start burning & smoking the rubber.

Is it normal that a well focused 30-40mW 405 beam can smoke soft rubber?
Maybe I'm pushing more than 40mW on the low setting?? (unlikely @ 65mA with Aixiz glass)

Back in the day when the ps3 sleds were the newest thing, I noticed that a 15mW focused would raise a small amount of smoke off of black tape. I had a 7mW greenie for years and one day tried it through a lens, sure enough it also smoked the tape, but very little, and barely noticeable. The greenie was IR filtered as well, so it was not the pump nor any 1064nm leakage achieving this... I was quite surprised.

You got to also look at the fact that an LPM like the Laserbee-I see's enough heat to register a 5mW reading and more sensitive LPM's can read 'heat' in lower powers down into the uW IIRC. Not sure how low heat can be measured by some LPM's, but its heat none the less.

My 10mW O-like makes matches sputter smoke. Easily smokes rubber and leather. BR is a neat wavelength.
