Using something like a laser for retaliation against folks in your neighborhood for harassment is going to get you in serious legal trouble. Again, the thought of using a laser to pop a car tire is idiotic. Even if a car was parked instead of 'driving by' - it'd take a military grade powered laser to accomplish something like this. You'd never get away with this because (1) it takes too long and (2) that terrible smell of burnt rubber.
