Hi,
First Welcome to LPF, now it would be appropriate to make an introduction and tell us about your self a bit. It's just the right thing to do like to get to know you better.
Ok you said builders so by you asking that you don't have the skills yet to build your self.
There's a search bar at the bottom of the screen plus if you read the stickies you will find plenty. Educate your self by reading the information you have at hand here in the forum.
Folks here are glad to help but you have to also try to help your self first. No spoon feeding aloud here. LOL ... Have Fun ..

I could probably build what you want but I don't want to build something dangerous for someone I know so little about and have no idea what they intend to do with it.
People and builders around here care about more than just your money, so if you can't buy what you want off the shelf then maybe you will reconsider doing an introduction.
No one is out to steal your intellectual property, most debaters around here wipe more property than that off the bottom of their shoes, we would however like to vet you just a little bit and know that you are not going to hurt yourself or anyone else. A basic acknowledgement of laser safety is the absolute minimum.
Safety is paramount.

OP, you seem to be keeping this "project" classified; lasers can be very powerful and dangerous so we need to know that you can be safe and responsible with one.

He wants to build a dazzler, I explained why that's a very bad idea and why they are not in regular use in American streets as the threshold for damage overlaps effective power depending on the health, age, and blood flow in the brooks layer behind the retina from person to person.
They are mostly used in Iraq/Afghanistan
I did find some interesting videos, it seems adjusting the pulse rate and pattern of light is more effective and safer than trying to find a safe power level to overdrive the light sensing nerves on our retinas causing them to bleach out and induce temporary blindness without causing damage.
The fact that blinding is a war crime, and adjustment for distance is so critical with a laser that anyone foolish enough to use a laser dazzler is prime for litigation, however bright led flashlights and led dazzlers are an effective alternative, the risk involved in un focusing a laser safely is just to dangerous and most likely illegal.
EDIT: Also blue light alone will not induce the protective reflex and will simply cause damage, it could not at any level be safely used.
